There has been much discussion about the effects of castration on a mans body and his behavior and mood. However, I wonder if we have given enough consideration to the possible psychological effects of the changed body image when a man undergoes a penectomy (but leaves the testicles in tact).
I ran across this interesting article about hyenas on the MW Journal website. (Hyenas live in matriarchal societies; the females are larger than the males and they have a pseudo phallus.)

This study seems to suggest strongly that dominant behavior is not governed strictly by hormones. It would be most enlightening to see a study of the effects of penectomy on the human male psyche. I suspect that the procedure would produce profound changes in ones personality, analogous to testicular castration, but with its own distinct characteristics. Nullification would possibly combine the two effects.

Females of the human race may not have a phallus like the hyenas, but they are much more dominant (passive dominate) than the male. Neoscrow, perhaps the context would be marriage.
As for finding a guy like that, you've probably found the right message board. Many of guys here at E.A. probably like the idea of being dominated.

I have a totally useless penis incapable of any sexual response. I was able to orgasm, after a fashion twice after my surgery. They were more dribble events than anything else with a totally limp penis with little sensation. I then tried Testosterone injections and almost went crazy. I had all the urges and desires I had before surgery but no way of satisying them. That must be how a penectomised man feels if he still has has testicles. It was not a happy situation and I stopped and went on no hormones and found that being an asexual Eunuch was a guite an enjoyable life. I now take E and life is great. If I had not been castrated I would have sought it out to rid me of the incredible frustration and I wonder how many voluntary penectomised men who still have their testicles go on to become Eunuch/Nulos. I certainly would now be a eunuch today if my testicles had survived. One unusual effect of E is that my underarm hair which had vanishd while I was on no hormones came back but now is gone again for ever. Electroylis is great for permanently removing hair but is a painful experience. It is like being stung repeatedly by a wasp but I am now gone off the original topic.
