Kristoff is right You need to learn a lot more about it before you do anything. It is not as simple an approach as it sounds. Risks include gangrene and blood clots amongst other general infection issues. Having said that , the simple answer though is "Yes it would if tight enough" but the warning is "Don't try this at home by yourself" without thoroughly researching the risks involved, medical and otherwise.
