Clearly he is thinking about what he could do when he is 18 so he should think about HRT.
I think the story would have been better if it had said:

I understand that this is sometimes done in Holland when a child appears to have gender dyspathy. However, since it is intended to allow time for the child to mature mentally before the irrevocable decision to trans-gender the hormones are only likely to be given until the child legally becomes an adult.
