This is the actual transcript of a radio conversation of a U.S. Navy ship and the Canadians off the coast of Newfoiundland in October 1995.
Canadians - Please divert your course 15 degrees to the south to avoid a collision.
Americans - Reccommend you divert your course 15 degrees to the north to avoid a collision.
Canadians - Negative. You will have to divert your course 15 degrees south to avoid a collision.
Americans - This is the Captain of a U.S. Navy warship. I say divert your course.
Canadians - Negative. I say again, you will have to divert your course.
Americans - THIS IS THE AIRCRAFT CARRIER U.S.S. LINCOLN, THE SECOND LARGEST SHIP IN THE ATLANTIC FLEET. WE ARE ACCOMPANIED BY THREE DESTROYERS, THREE CRUISERS AND NUMEROUS SUPPORT VESSELS. I DEMAND THAT YOU CHANGE YOUR COURSE 15 DEGREES NORTH OR COUNTERMEASURES WILL BE UNDERTAKEN TO ENSURE THE SAFETY OF OF THIS SHIP.
CANADIANS - We are a lighthouse. Your call.

From my experience with the Navy, they would probably deviate the 15 degrees to the south, but not before considering whether they had sufficient munitions to blow the lighthouse out of the water, dropping its island far enough below sea level sufficient for the ships to contunue on course.
On an aircraft carrier, while working on the bridge, in cvic, in cic, and with the maintenace offier, I saw much fighting, back biting, and jockying for position. The smooth operation of the ship was secondary to the points one department might gain over another. Looking good counted above all else.
