I know mileage may vary, but is there a general rule to staying safe during play? I'm new to banding.

I said the same thing to the Nun last night - here we go again.
Brinkwow - don't take it personally. You're a victim of bad timing. Very bad timing.
There are a few problems with the band method:
1. It works on young farm animals, MOST of the time. People are not young farm animals, which rarely, but sometimes do, die of banding complications.
2. Pain. If you've never played with one, you have NO clue. NONE.
3. Infection
4. Dealing with the ER aftercare bill

No worries I understand and looked up some pictures of gangrene and was convinced.
I'm new to banding and don't want any problems immediately. I read people have been doing it for years with minimal noticeable issues, how can I do this while allowing a bit of the pain in for my masochism? Should I start out at 10 minute intervals no more than an hour?

You are going to have problems either way. Best case scenario you end up in the hospital fighting off an infection, followed by a lengthy involuntary stay in the psychiatric wing. Worst case scenario, your family starts looking for donations to help pay for your funerary expenses. Just visit Dr. Arnkoff. The kind of method you're looking for will only lead to one of the aforementioned outcomes.

I don't want to castrate myself with it though. I just want to use it for play.

Inadvisable. Do not play with one unless you're 100% willing to risk death and/or the loss of your testicles and psychiatric evaluation. IF you're willing, then I advise you start an aspirin regimen to help avoid blood clots. Even at lower banding times, clots can form and travel to other areas of your body. If one travels to your heart, you risk cardiac arrest. If one travels to your brain, you'll have a stroke. Nobody here can stop you but, if you persist in play, you should be ready for things to quickly escalate out of your control.

So it's gone from, "I want to castrate myself" to, "Well, not really, I just want to play..." I'm conflicted, on the one hand I'm glad you admitted to your horseshit, on the other I wish you'd take that elastrator band and stick your head through it and release it on your neck.

The hostility is turning me on. I'll have to reread this thread when my elastrator arrives tomorrow and I punish myself.
