Here's a gloriously passive-agressive set of signs for neighbors who do things wrong...
These are absolutely scandalous and downright funny:

They range from dogs and cats messing in yards to noisy neighbors during their bedtime frolics to just plain down and dirty "I need to get even with the jerk" ...
what to do with passive-aggressive neighbors

Re: what to do with passive-aggressive neighbors
I had a neighbor who would vacuum her bedroom floor at 2:30AM (right above my bedroom). I asked her nice once, asked her less nice the second time, turned her into the office the third time, and after receiving a note from her telling me to mind my own business (I was, I wanted to sleep at a reasonable hour to sleep) I got up at 7AM, put my stereo speakers up against the ceiling of my bedroom, put Pansy Division, The Village People, and "I will survive" on a loop, turned the volume up, then went to work.
She never vacuumed at 2:30AM the rest of the time I lived there.

Re: what to do with passive-aggressive neighbors
I am truly blessed with probably the best neighbors you could have.
We have 3 dogs, they have 5. The last time my black dog ended up over there, she calls and says "I have an extra dog."
I went over and took her brown dog home with me.
It's not unusual to find one of their kids on the doorstep. A few times, one of the boys has shown up to ask "Do you know where my mom and dad are?" (It is a large property.) About once a week, "Hurricane Jack" blows through the house before heading back home from his day's adventures.
The other neighbor owns a large chunk of land adjacent to ours with fields and forest. I have full run of it. He's even promised NOT to share the security camera images of me in the forest peeing on a tree...what a guy! I know they're there; now and then a flash will go off in the evening when I walk by.
The other neighbor back the way got off to a rough start some years ago, being the Bumpus family from "A Christmas Story", but we finally straightened them out. My black dog, a large Belgian mix, stalks him regularly looking to snag his can of beer if he's out. Their Pomeranian often comes up for dog-sitting during the day. Their last hound pretty much lives here now. All in all, we don't pay much attention property lines and warn anyone moving into the area of such.
Still, the page there was pretty entertaining! Glad I don't have those problems.

Re: what to do with passive-aggressive neighbors
With all due apologies, I experienced two of the 21 "signs" as elegant humor, and not as passive aggressive.
Which ones?
#10, "....Dude" and #16, "....hands"
De gustibus non est disputandum?
To spare those who did not endure Latin classes in high school from the work of translating, "There is no disputing the taste?"

As for the neighbors... The worst offenders here are the ones with power drills. After hearing one every weekend for two months I was going to go on a hunt to first shut down electricity to the apartment, and then ask questions. Unfortunately, for me (or fortunately) and fortunately for the neighbor, they stopped drilling.

Re: what to do with passive-aggressive neighbors
I had a condo. The bottom level. The elderly lady who lived above me passed away and "the kids" started renting.
Their renters routinely viewed my garage driveway as a convenience parking place and one had to do the laundry at 5 AM every day, above the bedroom I slept. The landlords and the renters would NOT be "reasonable".
I had "the kids" phone number and just made a point of wishing the land lord a good morning when the washing machine went off at 5 AM. One time I remember his wife screaming, "I can't take this anymore". And I concurred.
It was when phones were simple wires in the wall and no electronic blocking.
I decided I would never share a wall with anyone again.
I would live in a mobile home before an apartment or condo.
Moi
Easier said then done: "Don't get mad, get even"
I mean I try be reasonable, my drive way, 5 AM and we are on different frequencies.
----------------------------------------------------------------------------------------
Bob3 Ex-BFF "my driveway" obstructed means I have to ask "permission" to leave and enter my garage.
Typed slowly because I know you never owned a property or a car. How American? ?

Re: what to do with passive-aggressive neighbors
Years ago I had a grave yard job, rented a house which was put up for sale, the broker would call me at 1pm wake me from my NAP and see if it was ok to bring someone over. After several times of telling that bitch that I was a day sleeper and to call before 9am or after 5pm she did it again. So at 2am I called her, her husband answered the phone and I asked very politely if I could talk to his wife about the house that I rented, he slammed the phone in my ear. HOW RUDE. So at 3am I called again, got cussed at so I called at 4am, now this guy is ready to kill, and I asked him if I woke him from his NAP, he explained to me it was the middle of the fucken night which I knew, but I said, your wife calls me in at 1pm in the afternoon and asks me the same thing. Then I asked him if I should call after I have lunch say in 45 minutes.
She never called me again.
