Could someone tell me what this procedure, where the penile tissue at the root of the penis is cut in a special way to create complete impotence, is called?. . . this is something I would love to have done if I am able to find a klinik perhaps in thailand that will perform it. . . . while the surgeon is in there he could quickly and easy cut me completely impotent.

You did not state what you ultimately hope to achieve with your body. Why would you wish to be unable to function, or respond to others? Are you M-F TS? M-Eunuch or M-Slave? Do you wish for a life of Non-sex (an It)? Is it perhaps a Fantasy (hope-to-be-true)?
There is several fantasy stories located on the Archive that include damages done to the nerves; and I know, it can seem like a real scenario. But, until an actual Physician writes a story, I doubt you will find any real resources or techniques that are plausibly applied to real life.
There are many guys who frequent this Site, who fantasize about having a dead penis. Typical of Forced sensations lost, Penectomy, Stumping, etc. They imagine a life of frustration for orgasmic thrill.

There is no Medical procedure dedicated to voluntarily damaging the Penis.
I think what you are asking . . . is about damage to the Pudendal Nerve. It innervates the Penis (causes external sensations, and arousal). Caution here, as it also controls muscles for the sphincters of the bladder and anus.
While there MAY be a Physician who might sever a nerve for you, I cannot think that it will be an easy discussion, as primary care induces all Physicians to "1st, do no harm", even in Thailand.
With most Urological Physicians/Surgeons studying methods (techniques) of repair, for a host of incidences of impotence, I doubt you will find one who will render you totally impotent. Even TS Surgeons try to preserve the Pudendal Nerve(s) [group] so a functioning fake clitoris can be developed from the former male penis (some have to be carved down, some are simply re-arranged).
It is likely that you will have to go through an off-circuit procedure for such a radical action; and that could lead to (a life of) unexpected consequences.

You may need to go into a Medical Library (College) for exact particulars.
