HEAD BOY by Waka is a great story, unusually long but never lags. Shows great promise! I hope he has a couple more up his sleeve, and soon.

2 More stories, part of a series, right here.
In the "Improving Man" series, scientists develop an artificial gland that can filter out testosterone in the blood, turning it into Anabolic Steroids. Thus, anyone with one installed can be as masculine and muscular as they want, without libido or other secondary characteristics.
Through this, manhood is freed from the conflict between rational thought and basic instincts which have raged for so long.
If uninterested in the technicalities and pseudo-science, skip right to chapter 1.
Prologue just tells the story of how the "TTN (testosterone to nandralone) Gland" was created.
I like to think Chapter 1 portrays the ideal life of a teenage eunuch, and also explores how and why sexual appetite exists even if libido is not present.

An interesting read concerning the problem of overpopulation, and well worth the time it took to read it. It's a bit long, but very well done. I'd highly recommend it.

After reading this again, I'm certainly hoping that the Author brings us more of this "possible" alternate universe.
It would be interesting to see just how the plot of this story comes about.
What kind of government came to power?
How did they get the laws passed?
What is society at large like "outside" the complex in the story?
How are eunuchs treated in this society, before the big ending of the story? Were they that rare?
Again, I usually don't comment like this because I get accused of playing favorites, but this is one fascinating read.
Granted, there's some sex and the obligatory castration, but the sociological undertones are just great.
