I don't remember this case, but apparently he walked into a "chip shop" (it happened in UK) and asked the guys there to fry his penis which he was holding severed. I came across references here:

DAD HACKS OFF HIS OWN MANHOOD AT CHIPPIE

Surgeons battle to save organ

A MAN staggered in to a chip shop clutching his own manhood which he had

hacked off.

Alan Smith, 32, had also slashed his throat.

Shocked staff rushed to his aid to try to stem the flow of blood and dialled

999.

They then placed the injured man's organ in a plastic bag until an

ambulaance arrived.

Mr Smith, of Academy Street, Leith, was taken to Edinburgh Royal Infirmary

and later transferred to St John's Hospital, Livingston where he was having

plastic surgery.

Last night, Adam Harrughty, fish fryer at the Mermaid chip shop in Leith

Walk said the victim had walked in with blood on his hands and tried to buy

cigarettes.

He said: "I didn't even notice at first because I was more worried about the

gaping hole in his neck.

"I knew he had something in his hand but I didn't realised the importance of

it at first.

"It wasn't until he loosened his grip that I got a proper look at it.

"At first, I thought it was his thumb. There wasn't time to think about it

and I shouted for the girl in the shop to get me some of the bags we put the

rolls in."

The incident happened just before midnight on Wednesday.

Mr Harrughty, 38, added: "Later, when it had sunk in, it made me flinch to

think about it. I don't know how any man could do that to himself."

A police spokesman said: "We can confirm we were called to the Mermaid chip

shop where officers found a man who had mutilated himself and was bleeding

heavily.

"It was a shocking incident for all concerned."

A spokesman for St John's Hospital said Mr Smith was undergoing surgery and

his condition was stable.
