Emasculation Proclimation?

My car broke down the other day and I had to take it in for repair, so I took the bus for a couple of days. I couldn't help but overhear something hilarious.
"Juneteenth commemorates the emasculation proclamation. June 19th, 1865 when word finally reached Texas that Lincoln had ordered all the slaves to be emasculated."
