There is a problem in creating another villain. in "Children of Earth" the villain was the government and the villainy was handing over children to aliens in a cold-hearted manner.
In "Miracle Day" the villainy is the Mafia and the curse of eternal life.
Hardly a physical terror.

I wasn't expecting that as an ending.
I now understand the middle episodes. And I'll explain it this way...
When Torchwood - Blood Line finished, I tried to turn on 2012 on another STARZ channel. I turned off 2012 and put the repeat of Torchwood - Blood Line. There is false emotion in 2012. There isn't false emotion in Torchwood. I noticed that with Dr Who recently. The writers aren't afraid to let their characters suffer and they aren't afraid to put real emotional tragedy and terror on the screen. The writers aren't afraid to make their characters suffer, not in the superficial and flashy ways that 2012 used, but in the tiny, dirty and ugly parts of humanity.
And Bill Pullman is magnificent as Oswald Danes, evil from beginning to end.
Mekhi Phifer is also excellent. I've liked him in ER and missed him on TV ever since.
One line I really like is when Gwen asks Jack what "it" is and he answers with some babbling garbage and she calls him on it saying "You don't have a clue." and he laughs and says yes. SO they both laugh at their inside joke. It's so maddeningly real to laugh right at that point. And it's so typical Dr Who-ish.
I also love the three "WHAT" at the end of the last episode.
