It was always my understanding (and experience) that the nerve endings of your two external glands and their cords are progammed to be felt as if they were still up inside your abdomen from where they had originated before your birth and which correspond to where the female ovaries would be.

Essentially correct in that the nerve clusters that are associated with the testes reference back into the abdomen.
