what does chemically castrated mean,is it where you no longer desire sex or if you testosterone level is below 100

It means that you are experiencing lower(ed) testosterone levels either by ingestion or injection of drugs which lower the amount of testosterone being produced and/or used by the body.

You are taking a drug that causes you to produce less or no testosterone. Often it is given by a doctor for treatment of prostrate cancer.
Some will take the drug as part of the transition from becoming male to female.
Others will take it to just stop the testosterone levels in there body for some personal reason. In many cases it could be taking a test run to see if castration is a way of life for them. This is a way to experience it first hand.
