It looks to me like the guy did it to himself. It is possible that he is so dominated by his wife that she did do it and he wouldn't implicate her, but the story seems more in line with a self penectomy.

The victim, a taxi cab driver says he awoke and realized he was missing something and that he had awoken in a pool of blood.

The bloody episode took place last Saturday, but only surfaced in the local media today. The cabbie got to his home in the San Juan neighborhood of Rosario, Argentina at about 7 in the morning, after a long night of driving looking for customers. Tired, he fell asleep but not before feuding with his wife again about his alleged infidelities.

When he did finally wake up at 2:00 pm, he realized his penis had been cut off. His wife, the main suspect in the attack called emergency services.

Paramedics who first gave the patient emergency care at his home, said neither he or his wife, both Peruvians, said much about the episode. Apparently they had agreed on a pact of silence.

“The victim said he didn’t see or feel anything” said sheriff Hernán Brest. “Additionally, we could not find the tools used to perform the cut in his house.” He added.

The attack could have been motivated by rumors that the cabbie had had an undisclosed number of affairs.

Even though all evidence found points towards the woman, she denied having anything to do with the amputation, and the husband some how refused to press charges, he just wanted his penis back.

Doctors said that the man was likely anesthetized or drugged since he did not wake up from any extreme pain. Doctors at the Clemente Alvarez Hospital reattached the mutilated part to the best of their abilities, but were clear that due to the transversality of the cut, is very unlikely that it will recover 100% of its functions.

If he was sitting in his cab it would have been difficult to access his penis and speed would have been essential.

Interestingly the article does not say where the penis was or who had it or the estimated amount of time that the penis lay severed from his body. It doesn't sound like his penis will ever work correctly again. If the wife did it, she won't have to worry about him bunking with other females anymore. Why didn't he bleed to death? Perhaps the wife called 911 quickly after dismembering him or the bloody penis stump coagulated sufficiently to stem the blood flow. The question is, "When was it cut off?" How long can a penis live after being dismembered?

I think that depends greatly on how warm or cold the penis was. If the penis was kept ant 100 degrees F, then it would probably die in less than an hour. If it was kept at 35 degrees, it could have lasted many hours.
