Given the progress in biotechnology, there will come a day when any organs can be replaced. This includes the reproductive ones.

Why not have a story about a small group of nullos that has the equipment replaced?

Let's assume that they were all neutered before puberty against their wills because parents or guardians decided they'd be more managable/controlable as nullos.

The guys could have different reactions. One guy could become a sex addict for a while but develop friendships durring counseling that bloom into love. Another guy could realise he likes being sexual, but he'd rather be a woman. A third guy could decide to go back to being a nullo, but a more sexual one. Someone else could go for exotic genital modifications like being a hermaphordite, or having pansexual equipment. Sexual liberation and transformation would be the themes.
