Estrogen as treatment for acne

Is the following true:
1. Estrogen has been used as a treatment for acne.
2. It is used to treat women, but not men.
3. It is extremely effective compared to more standard treatments because it addresses the root cause of acne by stopping the skin glands from producing oil in the first place.
4. The only reason not to use it on men is that most men would find the resulting decrease in sexual function and libido unacceptable.
I'm pretty sure that #1 and #2 are true. As for #3 and #4, I get the feeling I may be being a bit too idealistic, since if they were true, then I would have the perfect treatment for acne that works perfectly and has no effects that I would consider disadvantages.
