There are quite a few really good places where you can download pre-made ones on the internet for free. That's where the majority of these came from.
Now, to the technicalities

...
Ther are animated gif files (you'll here it pronounced both "G[/bIF and
JIF). Gif files are one of the most common file formats on the internet, and before the advent of jpeg were basically THE file format for graphics on the internet.
Gif was developed by Compuserve (one of the early online services in case you have never heard of it) and was really an improvement on previous graphics formats for use on dial up networking because gif files are 'compressed' meaning that if you take a raw graphics file like a bitmap (bmp) and convert it to a gif file the resulting file will be anywhere from a third to a half smaller, possibly more depending on a number of factors. JPEG is also a compressed format, although the compression is much, much better in JPEG and that's why it's virtually taken over as the defacto internet graphics standard.
BUT JPEG doesn't do animated and that's why these nifty little beasties are in gif. GIF files CAN be static images (ie: not animated) too.
An animated GIF file is basically one file containing a series of static GIF images that run in a sequence to give the illusion of movement.
You DO have to have an animated GIF editor to make them, although there are tons of the editors available for download on the internet.
As an interesting sidenote, Compuserve has in the last year or so been trying to enforce intellectual property rights over the GIF format. Even though it's virtually a universal format, evidently Compuserve never released the rights to it into the public domain. Their stance has forced some companies/authors to remove gif support from their programs in order not to run afoul of the licensing issues.

I don't remember EXACTLY when the Archive came on line, but I am guessing ... around 1996?
