After having my fill of problems with the Edge browser, I went back to Chrome. I cannot connect to this website, I get an error messsage "connection refused" but I can still connect with this Edge browser. Turning off the Anti-Virus does not seem to help.
Any ideas?

I don't use Chrome, but from their help page, I found this:
If websites can be accessed without issue in an alternative browser, try clearing out the cache and cookies stored by Chrome from the Settings page. Switching off the "Predict network actions to improve page load performance" option under the Privacy heading may also fix the problem.
You might also add the site address here to the whitelist.

Tech Support 101: Is it turned on? At the switch? The monitor and the box (if not a laptop)?
Tech Support 102: Is it plugged in? Is the battery dead? Is there a wall switch? Is there a power strip?
Tech Support 103: Boot it.
Tech Support 104: Delete your cookies (blush, I am guilty on this one).
Also, for what it is worth. Both Edge and Chrome are Chromium Based.

I had already tried most of that before starting this thread. I went ahead an repeated the steps as well as a couple more I'd not tried. White listing Chrome in the Firewall didn't do anything. Turning off the Anti-Virus and the Firewall didn't do anything nor did clearing the cache. I know I've seen something about "speeding up Internet browsing" but cannot find it again but I had turned off. The specific setting you mention is something I cannot find.
Guess I'll try giving the Chrome support forums a shot. Thanks for your efforts guys!

I am strongly suspecting, that chrome, for one reason or another tries using https, which this site lacks. (I tried personally with chromium, and the forum opens without an issue).
Were you trying to open chat or forum?

I was trying to open the website. The security page "https:" designation does not appear to be the problem as the error message has no reference to that possible issue and it only attempts to load the "eunuch.org" web address.
Don't know what to think, I've tried disabling everything thing security, tracking or ad blocking software and nothing helps. Nothing I've found at Google is of any value but the reason I quit using Chrome in the first place popped up again; "Your browser is managed". I never found an answer to that issue and when I left Google the last time, they had basically stopped answering any questions about that issue for non business/education networks where an administrator would establish policies. I found nothing objectionable there except an entry that makes no sense to me as a computer programming neophyte.

Just a thought, what if you do fourms.eunuch.org instead of just eunuch.org their ip addresses are different
