I wish I could remember the name of it. And I believe it is from China of all places and was released in the early 90's.

Anyway, the plot has something to do with China's policy about how many kids a couple could have. In this movie, a couple violates the "rules" and the government busts the husbands balls.

The movie centers around the wife whose plight is to find a doctor willing to put her husbands balls back together and to hold the government accountable for her husbands sexual mutilation.

I'd love to see this movie. I believe it has subtitles. And believe it or not, it's critically acclaimed. I think it played at Cannes.
