Doctor in Eastern Europe?

Hello, so I know that most of you here are from the US and UK / Western Europe, but I'm wondering if anyone knows of a doctor in the Eastern Europe region (preferably with at least a bit of experience) who would be willing to remove my remaining testicle?
I did manage to remove my right one a couple of years ago out of desperation, but ended up having to go to the ER and have a couple of visits with a psychiatrist who had to confirm that I was still mentally stable...So yeah I really don't want to go through that whole ordeal again. It's not really about the fear of bleeding to death or anything of the sort since I know how to stop it until I make it to the ER, but I don't want to risk having to got into the psych ward or turning the whole ordeal into a local news story and ruining my life over something like this.
I've also done calcium / ethanol injections and my remaining testicle is definitely not working anymore, but no doctor will remove it here since I already have a record of having removed my other one by myself, so that's not really an option either. This is something I've been trying to figure out for years now and would really like a solution to my dilemma.
Unfortunately going to the US or Thailand isn't really something that would work for me either as I don't really have that much money in savings and would preferably like to keep the costs of something like this withing a reasonable limit (~500-1000 $).
So yeah, any assistance would be greatly appreciated. I would be very grateful if someone could help out a bit.
