I finally found out a clinic which performs surgical castration without any medical report.

However, I am a bit hesitating because it seems that the doctor has not many experiences about it, and I feel like he is strange.

The doctor said that surgical castration is quite an easy operation.

So my question is that can I get castration from any doctor or should I confirm expertise of doctor?

Orchiectomy (bilateral or unilateral) surgery is actually very straight forward and simple. Although there are several approaches the simple is a 1.5 inch incision in the front of the scrotum. The testicle(s) are exposed and the spermatic cord is clamped, sewn tightly closed then cut. The testicle is removed and the procedure repeated on the other for a bilateral. The scrotum incision is then sewn closed in two layers. Complications are rare but can include bleeding and bruising as well as infection. Pain is minimal and recovery is quick if there are no complications. Most of us were up and around the following day and fully healed within a few weeks. The actual surgery requires just basic medical skills and can be reformed by any qualified surgeon but is most often done by a urologist.

Is a very simple operation one of mine was removed by a urologist under general anesthesia the other by a surgeon under localized anesthesia. Both were fine no problems just bruising and was doing normal work which is physical in a week.

I do not have enough information to answer your question. I'd say any doctor is better than a cutter, but without knowing the specialty of the doctor you're speaking of, or if that doctor has had success performing this operation in the past, I cannot comment beyond this.

It would be an easy procedure for someone who has done several, yes.

It's also an easy procedure for me to pull out chemical racks from an industrial photo printer and tune them up, replace gears, etc., but for someone who has never done it before, or only done it a few times, no.
