It's up and working right now.
Try clicking the link for "Flash Client" - that is recommended.
If that doesn't solve the problem you can try changing your DNS servers on your tablet, computer or phone. You'll need to look up how to change your DNS settings. But, it's possible that your Internet Service Provider is not resolving the domain (eamain.hopto.org, port 7000) properly. The Google DNS servers are the best I've ever used and they are 8.8.8.8 and 8.8.4.4 Note: If you have IPv6 you can look up the google DNS servers on google.
Changing my DNS settings after I upgraded my internet from 10mb to 25mb per second was required because my Internet Service Provider uses different DNS servers for the two different speeds and I couldn't resolve the domain of eamain.hopto.org, port 7000
If that doesn't work, then fhunter is going to have to help you. Because that is really all I have.

If you use computer to chat, you can also go here: https://eamain.hopto.org/chat/ it is the same chat room, just different web client.
Or you can use HexChat or some other client.
For android - search IRC clients in Play Market (or whatever google calls it currently). Search for IRC there.
For apple devices - I honestly have no idea what clients to use, but they exist.

Well that's funny. Instead click on "We highly recommend using our Flash client to access the chatroom.", wich open easily the chat, I put my nick in Please enter the name you would like to use in the chat room -> submitt and waited for ever
