This is a reconstruction of the U-2 actual spy exchange --
During the cold war, a lawyer, James B. Donovan was recruited to defend Soviet spy Rudolf Abel during his trial for spying. Some time after that, Donavan starts getting letters from Abel's "wife" to arrange an exchange for CIA U-2 spy-plane pilot, Francis G. Powers.
Power's U-2 was arrested alive after his plane was shot down by the Soviet Union during a mission and stays in the company of a KGB intelligence officer, Rudolf Abel, who was arrested for espionage in the US.
It's a complex story that requires a little bit of patience to make it through the first half of the movie. That is the arrest and trial of Rudolf Abel.
The second half to the movie is the negotiations in East Berlin as the wall is raised and East Berlin isolated from the West. Both the Soviet government and the East German government have their fingers in the plans.
This is the real life story. DOn't expect car chases, grand gun fights or all that Hollywood stuff. Real diplomacy and spy craft is not that.
The movie entertains in a very thoughtful way.

This is a Stephen Spielberg film and is well written and well put together.
