Implanon depot provera implantable rod?

A friend of mine wants to try permanent chemical castration and was wondering if anybody has experience with the Implanon rod implant? It costs $400+ but is a one time minor implant, and has a three-year life.
Has anyone here ever tried this or talked with a doctor about this approach to chemical castration? My concern is it may not release enough progesterone to effectively chemically castrate, but I bet it would in several months make a male estrogen / progesterone dominant and probably impotent.
