Apparently police are no longer looking for a suspect. Pretty sure that means that he did it to himself.
It shows how dangerous the blood loss from self penectomy can be though -- they had to keep him in induced coma for days to save his life.

Kelvin 'Kelly' Hewitt
Detectives are no longer looking for anyone in connection with a horrific incident in which a dad was found with his penis chopped off.
Kelvin "Kelly" Hewitt was left in an induced coma for days after he was found blood-soaked by the side of the A66 in South Bank, Middlesbrough, in March this year.
Cleveland Police launched an investigation at the time and made a number of appeals for witnesses to come forward.
A 22-year-old man was initially arrested in connection with the incident.
He was originally released on police bail and then was later released without any further action.
And now the force has confirmed that their investigation into the incident is complete.

A spokeswoman for the force said: The investigation is now complete and we are not looking for anyone else in connection with the incident.
Police have not said how Mr Hewitt, from Redcar, came about the injury.
The 40-year-old was found blood-soaked and distressed at 4.50am on March 12.
He was taken to Middlesbroughs James Cook University Hospital where he had to be placed in an induced coma.
Specially trained officers visited him on several occasions while he was in hospital.
On the first few occasions he was too traumatised to speak.
Mr Hewitt was told at the time that he faced a prolonged period of recovery, and months of plastic surgery due to the severity of his injuries.
Following the incident, family and friends spoke of their shock.
They described Mr Hewitt as a fun-loving lad who is well known around the Dormanstown area.
At the time of the incident, Christine Mclachlan, 62, of Redcar - granmother to four of Mr Hewitts children, said: He is such a really, really good lad.
It is absolutely shocking what he has been through, just awful. We cant explain it.
