Clearly the narrator is Orson Welles. There was a time in his career when he circled the globe looking for the strange, the unusual, the shocking. I believe there was to be a film but, as often happened with him, the money got spent on traveling, using too much film on location etc. Also, whether some of the things, like this example, could have been shown publicly is quesionable. I'm inclined to believe that this is a recreation of what may have been a custom long ago. One assumes that any prospective husband wasn't told of her abilities in Reindeer husbandry...
