No it is the imperial German or Austrian army. I can't understand each word, I'm dutch not german and my english is far from perfect.

Methinks it's not a foreskin examination. In my Navy days, it was called a short arm inspection. "Skin it back and milk it forward." It was to look for pus from the clap. For circumcised guys, it was simply "Milk it forward."
