Maybe, except you can see his foreskin seems intact. I think that it is a combination of being small endowed to begin with, being overweight, being cold, having the bicycle seat restrict bloodflow (riding bicycles is known to eventually cause sterility issues due to this), having the exercise reduce bloodflow (I find my penis is smallest when I'm exercising, cause I guess the blood is needed elsewhere), and the angle of the photograph.

In particular, being overweight a person loses about an inch in appearance which can be significant especially when flaccid. I've recently lost about 80 pounds (over many months), and have to say I look much better endowed than I used to. Even if you're not hugely obese, it just matters how much fat you have over the pubic bone. You'll notice that the porn stars that are known to look big are extremely lean in that area (either due to being naturally lean, or even getting liposuction there).
