My next door neighbor hates my cat

Not sure where this should go,
My next door neighbor is not the nicest person in the world, he is a recluse, gone two weeks at a time then home for 2 or 3 days then gone again.
He has this leaf blower that he runs for a couple hours. He started last spring building these rock penises all over his yard. He put straw under his trailer to soak up the moisture. He then mows his lawn both forward and backward, runs the air blower again then gets out his propane weed burner to go around his yard burning those nasty weeds away.
Well it all started last Saturday, he started with his weed blower for over an hour, then moved to the lawnmower and finished up with the weed burner, when he went around the front of his place, (remember those rocks I talked about) well he put these rocks around his whole place and he started to burn them pesky weed off around his house. (remember the straw I told you about) yep you guesses it, he started the straw on fire, under his trailer, straw loves to smoke and smoke before it finally gets going, and when the fire department showed up there was smoke coming from all around the front half of his trailer. Well the fire department did the only thing they could, they ripped off the siding of his trailer, cut his porch off, sections at a time to get under the house to put his floor out.
About 6 weeks ago my front porch finally rotted away and I put a metal step at my back door which is in his yard. He picked it up and throw it in my back yard. The owner of the park had a couple words with him and I put the steps back, I know he hate them, there ugly and in his yard. I like to grow big weeds in my front yard, that little piece of ground between my trailer and the road, I know it pisses him off.
Anyway back to my next door neighbor burning his house down. Needless to say when the fire department finished the place was a big mess with siding, deck, insulation etc all over his beautiful yard and no steps to get on the back part of the deck they did not cut down so he could at least go in his back door.
Remember those ugly metal steps I have, YEP I did the good neighbor thing and my son and I took them over for him, so he could have a way in and out of his place.
He totaled it, complete loss, but before they hall it all away I do want my ugly steps back.
Moral of story:
Never put straw under your house.
Never use a weed burner around your house with straw under it.
Never throw your neighbors steps away, you might need them.
