I have changed my ISP, so I can
no longer login to the chat.
can this be fixed?
My number is 192.169.0.2 according
to my computer, but 97.118.193.95 if
I come via IRC according to your system.

Technically, both numbers are correct.
Anything starting with a 192 is an 'internal network', an IP address assigned by your router for computers inside your house. Technically speaking, that number is pretty much completely irrelevant, as it doesn't apply to anything outside your local network. As a matter of fact, the whole 192 range is reserved strictly for just such a use. The IP address that matters is the 97.* one, as that's the external one, the one the world sees you as.

It could be that there's a ban in place on an IP number starting in 97.118 and banning the entire provider. VBulletin operates in this manner. Not sure if the chat has wildcard banning or not. I'm sure out chat gurus will look into it soon.

No, that is not true.
The range is not 192, but 192.168.
There are 3 ranges for internal networks:
192.168.0.0-192.168.255.255
10.0.0.0-10.255.255.255
172.16.0.0 - 172.31.255.255
PS. whois gives answer on first IP (192.169.0.2 ) - so it is external.
