How about this?

All 13 year old boys are required to play a one person roulette-like game ten times. Most of the time they win a small amount of money or a really good orgasm. The first twenty times they play, there is no risk of losing. After that, there is about one chance in 250 that they will lose 25 percent of their penises. After they lose, they have to play ten times again and the first 20 times are again risk free.

I have two suggestions for variations on your St. Dickless story.

1. Some men and boys volunteer (or are forced) to raise funds for a charity or church. End the story by saying it's all just a fantasy. Offer a fictitious phone number, and ask if anyone wants a blow job.

You might also base a story on the true case of the "Dusseldorf Vampire," a serial killer who was caught and executed in Dusseldorf, Germany, in 1924. He confessed that since adolescence, he'd only been able to have an orgasm while watching blood flow. When killing animals became insufficient, he began beheading people, ejaculating as he watched the blood flow from the stump of his victims' necks.

You might do something similar, substituting penectomy for beheading. Write a stream-of-consciousness for the castrator.
