...but I don't know what would be the appropriate forum to ask!
Does anybody know if a procedure exists to reduce the scrotum? I only ask because I have far too much sack, and it's annoying

Yes, in fact it is called a scrotal reduction. See a urologic surgeon or a plastic surgeon.
