I was wondering if I could get some help finding a story, I've tried several different keyword searches and still haven't found it.

What happens is this doctor is talking to a crowd of students, explaining that if they act up or get bad marks they will be castrated. A student denounces this and the doctor uses him as an example and castrates him in front of everyone.
