Google is your friend. I did not post any of the links I found when I googled "Elastrator, England" as there are over 10,000 of them and I am not sure exactly what you are looking for.

Speed

In France, You can find elastrator as products "designed for nipple banding". Some casual SM sites propose them for around 50€

Elastrators you should be able to find at any farm supply store along with Emasculatome (Burdizzo) or on Ebay

You can get a LOT of stuff, including elastrators and rings on Amazon, and if you have "prime" it ships for free.

I'm in the UK and it was easy to find lots of sellers. Take a look on eBay, there's plenty of sellers there. I bought mine directly from a manufacturer. I think it was around £8 which included 100 bands.
