Early in puberty a few loops of wire are wrapped tightly round the penis and also lengthwise over the glans. They are welded into place. They stop the penis growing normally in the coming years. They also prevent masterbation.

Try this.

Find a nice sapling of a tree. Wrap your wires around it and solder them.

Come back in five years and and post again to tell me what happens.

Dick Guy is right about one thing - the penis only grows during childhood, a bit, then really takes off at and during puberty.

As for the wire cage, this might be alright for sex play on a grown man whose penis is as large as it's going to grow. However, have you ever seen what happens when a tree overtakes a fenceline? The tree grows around and over and covers the fence; eventually the wire is inside of the wood. While it's a nice idea, it wouldn't work.

The Victorians and some religions (even today, so I read ... heh) fashioned more covering and secure devices to prevent masturbation. Given a device tight enough and left on long enough, theoretically, the pubescent penis would be unable to grow as it would have nowhere to go. The device in question would have to applied and locked up very early and left on for years, however. I have a picture of such a device somewhere. I'll attempt to find the book and scan it.
