Skylar Deleon, 29, was rushed to hospital after the jail attempt.
A spokesman for Californias Orange County Jail said: Somehow he got hold of a razor blade and tried to saw off his penis, but didnt complete the job.
The organ was reattached.
Deleon is awaiting trial over the murder of a couple at sea in 2004.
