Why is it that some user-names do not have the light-blue background, or have some other color background?

For example, "eefje46" in this thread (4th post) has a white background:

Just wondering why some user's background colors are different?

The colors are a function of VBulletin, and are based upon how many posts one has made, and how long one has been a member. Generally, no posts, no colors. More posts darker (mid-range) blue. Darkest blue is reserved for moderators and administrators. Which specific colors or tones are which levels of anything in particular, I've never looked up.
