Governments have intervened in macro-economics since the dawn of history. It's one of the things people want governments to do.
Of course, the success of these efforts is another matter. The free market is an ideal to which human frailty repeatedly objects. When people aren't as prosperous as they wish, they want someone to change the rules in their favor.

Even enforcement of our current market manipulation laws would be an improvement.
Punishment must include loss of freedom and not at home with a bracelet. A yet to be designed ultra low security prison for the white collar criminal. And they may serve their time of incarceration with a physically similarly as dangerous inmates as long as there is no "bad behavior". Then to the real prisons. No tennis courts like the Watergate gang. Same food as other prisons. No electronics. No internet. No cellphones. Lots of time to think as it was meant to be. And only old Wall Street Journal copies.
No need to change any rules, just enforce what we have.

In contrast, of course, to the ridiculously super rich, who, when everything is going their way, buy the Republican Party to change the rules even more in their favor. (for example see the Kochs in Wisconsin)
