The incumbent always has an advantage. The average voter reasons that if nothing horrible has happened to him there's nothing to be gained by a change. That helped Clinton and Bush. by the way, New Orleans is below the level of the Mississippi because the Army Corps of Engineers has forced it to follow a certain channel and the silt build up has actually raised the river necessitating the walls... Read up also on the Old River Control system that keep the Mississippi from changing course...
