I suppose what I was trying to say is that divided people are easily conquered. Or as Chris Carter used in the X-Files "The fear of those around you, keep you from seeing the actions of those above."
The government can use divisive issues like these to turn sections of society against itself. And while the people are without a common voice, gently lead people away on the flimsiest of justifications simply to serve a political agenda of it's own (not necessarily directly related to the reasons given!)
Very similar to what we saw in Nazi Germany. If the German people unitedly agreed that persecuting sections of society was wrong, it would never have happened. But because many genuinely believed that transsexuals were immoral, that Jews were trying to take over the world, and that Bolshevist extremists were planning on harming Germany, there was no concensus, and so the persecutions were never stopped.
When what should really be happening, is a kind of universal concensus. The harsh reality is that there really are some people who are a danger to society. But reguarding sexual interests - these people need help, not punishment. Hospital not prison.
But as far as we're concerned, we're probably only a danger to ourselves!
