Maybe it's just me and my thick head, but I've re-read this thread and I have no clue what you're talking about.

If you go to the index page, you will see a link called "Top Rated." If you hover your mouse pointer over that link, you will see a pop-up that says, "Current definition: Top Rated: = Stories over 4.0 rating with 5 votes or more"

If you click on the Top Rated link, you will see the list of Top Rated stories. All of those stories have five stars and 11 or more votes.

Stories with five stars and not four are higher rated. Stories with eleven votes have more than five votes, and therefore would be higher rated.

4/5 loses out to 5/11.

Now, if a story with 5 stars and 38 votes is not on that list, while a 4/8 one is, I'd say something is wrong, then. I've seen a few older stories with 30-some ratings.

Also when you hover over a link, you are reading what is called "alt text" that is a popup of only text to describe the link.

If you like, we can change that hover-over text to read whatever you want it to read, I'm sure.
