Yes, that's what has scared me off from cutters (I know 2 of them available in Germany).

Sure, accidents may happen there but, if they do, there's someone about who can quickly and correctly fix the situation. ( I was once having some surgery when all hell broke loose in the operating theatre next to mine. It turned out that the anethesiologist dropped dead. Now that's an emergency but this was a hospital and beyond the shock to the surgeons and the staff, nothing went wrong for the patient.) Try and imagine being out in nowehere and having a cutter collapse or have a seizure or whatever with your balls open to infection and you partially drugged. For those who pursue "scenes" this is not a good one.
