There are few doctors who are willing to prescribe chemical castration to men for non medical reasons or non sex offender reasons, and there are even fewer willing to prescribe E to non transgender men.
I learned very well that even not having balls is no justification for E to be prescribed, and just not having proper T levels would be even less likely to be a justification.
There really is no way to convince your typical doctor to prescribe E or even chem castration to a normal guy for non-medical reasons. You could try saying you have inappropriate sexual urges that you fear you may act on (feelings toward children, overwhelming desire to rape, etc.) But not only would you then have the stigma those issues carry, the doctor would probably still refuse to prescribe you anything until you have seen a therapist and find that there is no way that therapy alone could help you work through the urges.
I don't really see not having much of a choice of doctors where one lives being a good excuse for allowing a doctor to give one the runaround. There is always the option of driving yourself to the nearest good-sized city, getting a friend to take you, hitchhiking, or finding some other way to get to another doctor. Some will even treat you by phone as long as they see you once in person.
