I would say it's a safe bet that they don't want to spend the money on chasing down anyone who is an adult who patronized the site.
It's much like taking a company to small claims court in a small/remote jurisdiction. You want to sue for, say, $1,000.
Sending a rep there would cost them more than that, so you win be default when they don't show up.

There is a marked difference between watching a video and making the video. In my experience, nobody has been prosecuted for seeing the material, it's the people who created the material who get in trouble. Now, that's no guarantee, but I'd expect you're in a much better position not to worry than you might think.

It's illegal if it involves children (under 18). Downloading pornographic material involving adults is legal, even if the nature of it meant making it was a crime.

I think the MET was building it's case, it's hard to get a search warrant and they had to have enough solid evidence gathered outside of the contents of that property before they could ask a judge for a warrant to search and remove the contents of the property. We can hope that Theo was smart enough to have destroyed any evidence by then, but I seriously doubt he did. What's very pathetic is the MET had the time to go after this, but no interest in going after the PM for his crimes.
