I don't know how old you are now. If it's not too late, I'd consider a lawsuit against the doctor that cut you at 15 years old.
Imagine this. The 15-year-old is taken to the clinic for the circ. He screams loudly that he does not want a circumcision. Demands to go home. The nurses try to reassure him that "it's no big deal, dear".
He's angry (understandably so) and decides he'd better fight if he's going to get out of this. So, he demands his clothes back and when they are refused him, he gets out of bed, finds his clothes, starts to get dressed. Some adult tries to stop him and he lashes out and in defending himself against a medical procedure he doesn't want (but as a minor can't stop) he strikes the adult (no matter if the adult is a parent, a nurse a doctor a tech).
So, to calm him down the jab him with a needle full of sedatives.
He wakes up with a sore dick from the circ and is handcuffed to the bed.
"Why did you do it to me even though I told you I didn't want it done," is his first question.
"You are a minor and have no legal right to refuse medical treatment authorized by your parent."
"Why am I handcuffed to the bed?"
A police officer is there, "You are under arrest for assault and battery of the nurse you hit."
"Well, I'm a minor, right? So, are you saying you're putting me in juvie?"
"No, the District Attorney has decided to charge you as an adult. In the US anyone over the age of 15 can be charged as an adult for committing a felony."
"But, I'm a minor. The nurse just said so."
"The law clearly says that after the age of 15 when committing a felony you have the requisite capability to know what is right and wrong and the ability to plan to commit the felony. The DA charges hundreds of teenagers as an adult in this county every year."

I wish that were fiction.
But, it's not. The law stops minors from refusing any medical treatment that their parents authorize. The law says that a minor isn't able to understand the full scope of the issues involved and is unable to form a logical decision.
The same law says that the same 15 year old is very more than capable of forming all the required intent to commit a felony, should know what a felony is and can be put on trial as an adult because 15 year olds have the required mental ability.
Crazy making - yes.
Still, I say any teenager being forced into circumcision should call Child Protective Services and report his parents and the doctor of inappropriate touching. It's actually common for fathers to show their sons what the dad's circ'd penis looks like to show him how much better it looks. That alone is enough to complicate the issue. If that's not enough, a complaint that the doctor went way beyond the scope of what a medical exam for a circumcision requires would be enough to get the doctor to refuse to do the circ.
It's easy for parents to force medical procedures on teenagers. Vaccines, appendectomies (which might be done even if the doctor says it's precaution and that waiting would be equally appropriate), braces on teeth, physicals that require the teenager to strip nude are all done and the teenager has little to say about it. In fact, there could be a father with a belt waiting at home if the teenager refuses to cooperate in medical procedures.
So, it's easy to see why doctors make millions every year circumcising teenagers who escaped the Male Genital Mutilation at birth. Teenagers normally just go along with what they are told - even if there is no medical reason.
The good news is that once you discover the damage done, you can hire a lawyer and sue. There have been successful suits against hospitals, parents and doctors for infant circ. Teenage circ is no different. Then, again, there is a time limit and that begins when you discover the damage. Just knowing your were circ'd doesn't start the clock. The clock starts when you figure out how much damage was done. Loss of sensation, inability to ejaculate, etc.
