Raul Castro is slowly lifting some of the burdensome communist rules of Cuba. Eventually, I think they will come around too. And if you think about it with a series of several ten mile tunnels under the sea (a chunnel beginning at one of the islands in the keys which resurfaces at the first cay and then again at the second cay and then again at an island off of Cuba then on to east of Havana) they could easily become connected to Florida.

End trade restrictions with Cuba regarding non military items,
