oh yes, that is one of those websites of parody, mocking the news in strange and very funny ways...

Look around at the articles and they all are sensationalistic or simply silly. Things like "Man shits pants and mails them to Obama"

There is no secret choir of castradi in the sub-basements of the Pentagon.

Karl Rove had them relocated to the VP residence years ago...

While the site itself is a parody, the photograph is real. It is of a harem eunuch in Tunis in 1931. The photograph is from the collection of the Koninklijk Instituut voor Taal-, Land- en Volkenkunde (The Royal Dutch Institute for Linguistics, Geography and Anthropology).
