I'm thinking the reason for the cessation of the brown-outs and shortages of electricity in California is the elimination of Enron...the people who brought this strife to California, for their own enrichment...Bush's buddies...

The two technologies are practically inseparable. Both rely on a stable platform to make use of the ocean currents. The only difference is that one is on the surface and the other is under the surface.

Notice that the surface technology would not work in many areas where the seas are too rough. It would eventually tear them apart in a bad storm. However, underwater systems have little problems with rough seas.

Much like a "ROGUE WAVE" (http://steynian.files.wordpress.com/200 ... e-wave.jpg), surface systems would have a limited life span, and be at the mercy of the weather.
