I have an idea...?
I'll presume here that submitted stories are categorized by the users who submit these texts. What could happen is a "selection" of forum users (not all) could have early read-access only to these stories and read them and then like a polling system they would deem the story okay (i.e. readable and in good taste) or bad. Once a story has reached a certain poll count (percentage between good and bad poll tally is calculated) then it is forwarded to you guys where you can finalize the story and have it submitted to the archive for all to read. The advantage here is that you have a story which has been approved by your “fore readers”?
For the stories which don't get a rating or are not read by anyone (extended time period in the tank has been reached), it can be still forwarded on to the final stage, however you will see that it has not been read or been polled at all. For stories which have been deemed "bad", they too still reach finalisation stage, however you know what to expect as the other reliable selection of forum users have cast their eye(s) over the content. At the end of the day it does not reduce the work load you guys have to, but I believe it could help.
This idea is only something as a suggestion; maybe a different variance on this idea may suit the archive better? Who knows? If people are willing to help the archive, perhaps this could be the way?

We've had a help forum and requests for Beta readers up on the Board here for quite some time, and that's not helped. I don't think we'd have too many volunteers for your idea, either, sad to say, because it's a good one.
