Just on safe side change your cellphone for a new one with a new number. If he has your cell number and it is GPS enabled being he's a repo guy he most likely knows how to access the GPS feature and track your movements. Alos one the safe side have your own personel mechanic that you have used for years go over the vehicle and look for a GPS track unit these can be stuck naywhere on the metal of the vehicle. My ex-sister in laws husband had stuck one on her car after she divorced him to watch where she was going.
Better safe then sorry this guy sounds like an OJ if I can't have you no one will.

At that point my pickup truck will be stealthily hidden in the parking lot at work and my happy ((shrinking)) ass will be in Chicago again for a week. Not that I'm paranoid he'll freak out, but just as an added precaution.

He most likely knows were you work, so unless the car surrounded by other cars he will find it. Your best bet is to park your car at the house of a friend he does not know about. Parking anyplace that he knows about is a bad idea! One time a friend of my mothers could not keep up with car payments, co she parked it at my mothers house. Her house is cut into a hill and the car was on the grass. Two cars in the drive way that would have to be moved to use the drive way and driving the car up our hill through all the trees was a no go.
However, as long as you have no outstanding parking tickets, citations, etc...with the DMV or are behind on payments for your car then legally he cant tow it. Assuming all that and he does tow it he would be in trouble but it could mean a nasty legal battle.

The parking garage at work has a security gate, you can't get in without a pass. Plus he doesn't know where the employee parking is for my very busy very public place of employment, and even if he did the security there is so anal that you can't walk in with a bottle of water and not get stopped. I haven't had a ticket in three years, and everything has been either paid or dismissed.
I did run into a few cops that I used to work with and ran my scenario past them... According to them, it's perfectly legal for him to pull my driving record. I was told that it's all public record. I'm not sure about that, I've got someone looking into it to be sure, but the cop said to see what happens and if he doesn't leave me alone to get a restraining order.

It is that it is better to be safe than sorry. On the other hand, there is no advantage in being overly worried either. I would definitely start with the "I don't see us having a future together" message. If he asks why you can just say it's something you just feel. You don't need to share your reasons as they are a private matter.
If he persists after you have indicated that you are not interested in being with him, let him know the next step is a restraining order. Only get the restraining order if it is really needed, because it is better to always have a next and stronger option than using the strongest option first and having no options left. No point in swatting flies with hammers after all.
The best advice is to just pay attention to your intuition and your surroundings and go about your life as you normally would. Worrying TOO much about things tends to make them manifest.

I have seen that with myself and especialy with my wife.
She worries and worries and often the things that she is paranoid about happen.

I decided rather than calling him to tell him not to call me I'd drop him an email. That way I have record of date/time I told him to no longer contact me. That way, in the event that I DO need to contact authorities, I'll have some sort of evidence. I'm not sure if that's cold hearted or not, but I'm not so sure I really care either.

The email is a great plan and not just for keeping a record of the date and time. It also doesn't give him the opportunity to try and demand an explanation, which would just be another opportunity for things to flair out of control.
I also like kennath7's idea of having getting a stun gun. Especially if it is legal to have one in your area. I know you can't take it into work with you, but you could leave it in your glove box or under the driver seat within easy reach. Besides it never hurts to carry a little extra protection. Also a stun gun may be a better choice than a knife since a good one will knock an attacker down if you can make contact anywhere on their body like an arm or leg... or even a third leg

Yes your driving record is public record and is technically open for inspection. Many years ago hear in California a fan was able to track down his favorite TV star to her home using her driving records/license plate . The star rebuffed him and he came back with a gun and killed her...not trying to scare you...shortly after that the state made it tougher for people to get at...however, some professions have easier access then others....every state will have different laws. Perhaps you should write to your state legislature about making it harder to access your records.
